Common sense is not all that common. Unless you directly advise employees what is acceptable behaviour at work functions, you may end up in a difficult situation. The Social functions policy also includes drugs at social functions.
Employees will occasionally act inappropiately, and by having a Social Functions policy, there is an agreement in place for dealing with employees at social functions.
