The Excavation Module is guided by a policy and procedure to assist organisations in ensuring risks associated with excavation work, are elimited or reduced as far as practicable, and injuries to workers (including contractors and workers of contractors), and visitors are minimised.  

The Excavation Policy provides guidance on how to manage the health and safety risks associated with excavation work and applies to all types of excavation work including bulk excavations more than 1.5m deep, trenches, shafts and tunnels.

XYZ Organisation will endeavour to prevent injury and eliminate hazards associated with excavation work by ensuring:

  • Use of appropriate resources and processes to eliminate or minimise risks that arise from the excavation work
  • Reasonable steps are taken to obtain current underground and overhead essential services information relating to the part of a workplace where the excavation work is being carried out and areas adjacent to it before directing or allowing the excavation to commence. This information is provided to any person engaged to carry out excavation work, and other relevant Duty Holders under the WHS legislation and applicable Environmental Protection legislation
  • Excavation work complies with WHS and Environmental Protection legislative requirements
  • Plant and equipment used for excavation work is appropriate for the work and is maintained in good condition
  • A Safe Work Method Statement (SWMS) is prepared before the commencement of any construction work (including any work connected with an ‘excavation’) that is considered to be ‘High Risk Construction Work’. High Risk Construction Work is defined as:
  • Work carried out in or near moving plant
  • Work carried out in or near Pressurised gas distribution mains or piping chemical, fuel or refrigerant lines energised electrical installations or services
  • Work carried out in or near Confined Spaces
  • Work involving Asbestos
  • Working at heights greater than 2 Metres
  • Working at depths greater than 1.5 Metres, including tunnels
  • Work involving explosives
  • Work carried out in or near structures or buildings that require temporary support to prevent collapse
  • Work in an area that may have a contaminated or flammable atmosphere
  • Work involving Tilt up or pre-cast concrete
  • Work carried out adjacent to a road, railway or shipping lane, traffic corridor
  • In or near water or other liquid that involves risk of drowning

Elimination - You must always aim to eliminate a hazard, which is the most effective control.

A documented system is developed and implemented to identify hazards, conduct Risk Assessments and select suitable controls. Risk controls will be selected following a hierarchy of control:  If elimination is not reasonably practicable, you must minimise the risk by using one or more of the following methods:

  • Substitution - e.g. use an excavator with a rock breaker rather than manual method
  • Isolation - e.g. use concrete barriers to separate pedestrians and powered mobile plant to reduce the risk of collision
  • Engineering Controls - e.g. benching, battering or shoring the sides of the excavation to reduce the risk of ground collapse
  • Administrative Controls - e.g. warning signs near the excavation, use spotters, Safe Work Method Statements and Safe Work Procedures - SWMS are required for 'High Risk Construction Work'
  • Personal Protective Equipment (PPE) - e.g. hard hats, hearing protectors and high visibility vest.
